Supporting the North Dakota ESSA Plan Development and Implementation

 
Problem Statement: In December 2015, President of the United States, Barack Obama, signed into law the Every Student Succeeds Act (ESSA), which reauthorizes the Elementary and Secondary Education Act of 1965 and goes into effect in the 2017-18 school year. With the passage of ESSA, each state is required to submit a State Plan. The North Dakota Department of Public Instruction (ND DPI) intends to submit their State Plan to the U.S. Department of Education (ED) in January 2017. ND must develop a State Plan that aligns with the Every Student Succeeds Act (ESSA) requirements.
 
Purpose: In Year 5, NCCC will provide resources and supports to ND DPI staff as they finalize their state ESSA plan. Specifically, NCCC will support ND DPI to engage educational stakeholders, including tribal representatives; document ESSA whole group planning committee decisions; and develop guidance documents to support LEA selection of evidence-based practices for improvement planning.

Expected Outcomes:
1. ESSA formalized into an actionable, goals-based plan to meet the needs of North Dakota Students.
2. LEAs have resources to inform their selection of evidence-based practices for school improvement.
